Education

A recent report by the Institute for Higher Education Policy states that Nevada needs to wake up in preparing students from elementary thru high school. We need to promote and provide information about admission procedures for students whose parents did not attend college. There needs to be a stronger relationship between educators, business leaders and state government to include parents that contribute to our students success. Only by returning to the basics and student achievement can we hope to provide all children with the knowledge they must have to be informed American citizens, and to give them the skills they will need to compete in tomorrow's global economy.

Infrastructure

Our roads are crumbling, sewers, water systems and other vital infrastructure need our attention. The County needs a maintenance plan with timelines and deadlines. If they are not met, we must find out why and fix the problem. These important public works projects would create thousands of good middle class jobs and help to revitalize our economy. In talking with the citizens of Clark County, I find that they would like to see some type of light rail with secure park and ride areas for getting around the valley. They want the high speed train from California to Las Vegas as well.

Finances

In talking with Clark County residents they feel the need for improvement in our infrastructure.

Drivers of Clark County infrastructure needs are: Growth, Construction Inflation, Deterioration of Facilities and Roads, Functional/Economic Obsolescence, New Technology, Federal and State Mandates and Court Directives. However, Clark County has been reactive not proactive. We need to look at our tax structure to see how we can better facilitate earmarking of revenue sources directly to specific projects. A large impact has also been personnel cost for expanding services and programs. Clark County should work with the State of Nevada and the Nevada Taxpayers Association to look for ways to improve the tax structure so that it is fair and equitable for all taxpayers. We need to broaden our economic tax base by improving our education system. A educated work force is better able to attract industries that require higher levels of skill and pay higher levels of wages. This brings in more tax revenue and decreases other cost factors. "Our Current County Commission has no set policies for awarding bids" as recently stated by Commissioner Sisolak. Some bidders fill out the bid form properly while others do not complete the bid form. This has cost the taxpayers and the bidders a considerable amount of revenue and a lack of quality services to our community. Clark County government needs to be proactive, responsive, accountable and transparent and I have plan to improve Clark County.

Accountability

Clark County needs internal controls to protect taxpayer money and the integrity of government. Recent headlines and political scandals in government paint a picture of bureaucracy out of control, abusing the public trust and making up its own rules as it squanders public funds. As your Full-Time County Commissioner, I will post my official calendar on the County website so the public will know who I meet with and what we discuss, and I will urge others at the Manager level to do the same. In this way they too will be held accountable to you.

Economy

We must work together to jump start our sagging economy. This will require leadership to attract new business and create middle class jobs. Clark County should be a leader in solar and other green collar industries. We are primed to lead the world in these areas. I will work to attract and bring investment and new industries to our area. We can not continue to put all our eggs in the Casino Industry. We need to be a stronger partner with our military at Nellis and open up better communications with them as well. We need to look to other governments within our region and have more inter-local agreements.

Development

We can create safe affordable neighborhoods, public transit and public spaces and new business opportunities. As your County Commissioner, I will assure that development reflects the values and priorities of existing communities by listening and following the lead of residents, business owners and planning groups. There will be no abuse of eminent domain on my watch.

The safety and well-being of our communities have become a greater challenge to public safety professionals because of our changing world. Public safety professionals must build partnerships, solve problems, protect assets and individuals while maintaining civil liberties. Service demands have exceeded budget capacity resulting in a need to be more effective and efficient in providing quality service on a daily basis and during disasters.
