Gary M Hosea for Clark County Commission District BPUBLIC SCHOOLS / EDUCATION ~

Clark County School District needs to be accountable, the budget more transparent. The school district wants more money, teachers want increased salaries, and parents want their children to receive excellent education in safe environments.

Classroom and School Ground Safety

As citizens, we have a right to public school access - to have our children receive exceptional instruction in safe environments. And our government has the responsibility to implement policy and procedure to allow this to occur.

Currently, the school district hires School Police who are paid through school district funds, and report incidents specifically to school administrators. The Metropolitan Police Department is notified only of the incidents that have escalated to severe and potentially life-threatening situations - and parents learn of the tragic incidents through the media. School safety policy and procedure must be revised and improved immediately.

We need to keep the Moapa Valley Center for the College of Southern Nevada (CSN) open. The Moapa Valley Center CSN campus provides valuable educational opportunities to the residents of Logandale, Overton, Moapa, Glendale, Warm Springs, Echo Bay, and Overton Beach without the financial burden of a lengthy commute to either Mesquite or Las Vegas. This 2 building campus, with an annual operational cost of approximately $59,000, is currently scheduled for closure in June 2009, due to Nevada’s recent budget cuts.

CSN is making a big contribution in the education of our children in the valley by providing Early Studies / Dual Credit Enrollment options to high school junior and senior students. This program permits the high school students to receive both high school AND college credit – college credits that are transferable to Universities. Closure of the Moapa Valley Center CSN will prevent high school students from participating in the Honors Enrichment Classes.

The Moapa Valley Center CSN also provides opportunities to adults who want to further their education in both credit and non credit courses, and provides professionals with numerous continuing education courses for the maintenance of their professional licensures.

We have an excellent Police and Fire Department. However, in talking with many rank and file police and firefighters they do not have the time to respond to all calls or needs for assistance. The rapid growth has put the resources of these departments at risk. Many crimes go on everyday that use to bring out the police ~ but not today!

Our Courts are backlogged. It's time for Clark County to explore and implement a night Justice Court Program to more efficiently distribute the work load of our Courts and maximize the use of our Justice Center.

There is a serious problem with the future of our water supply. New data shows the drought worsening, and proposed water projects falling short of the future needs. Golf in America Will Face a Crisis Over Water. There simply won’t be enough water to go around for golf courses to continue to do what they’ve been doing. A recent report says that U.S. golf courses use on average 300,000 gallons PER DAY. Water must become increasingly carefully managed by everyone. Some are describing water as the "new oil." According to the United Nations Environmental Programme’s 2007 report, "about 1.8 billion people in the world will be living in conditions of absolute water scarcity by 2025, and two-thirds of the planet will be subject to water stress. There will be increasing financial and regulatory pressures on golf courses’ use of water, especially in high-population desert areas where shortages are acute, such as Las Vegas, one of the fastest growing cities in America where the population has tripled to 1.7 million in the last 20 years, and by one estimate that figure might double by 2015. Recently the U. S. Geological Survey announced that demands on the aquifer beneath the Coachella Valley in California-including from 126 area golf courses are so great that in the past nine years, large parts of the valley have sunk more than a foot.” ["How Green is Golf," John Barton, Golf Digest Magazine May 2008, pp. 197-232.]

Coyote Springs is north of Las Vegas, where Pardee Homes (The Way You Want To Live) is building a master community and has one golf course built and another FOUR on the way. The plan is for 5 golf courses in Coyote Springs each using approximately 300,000 gallons of water -The New Oil) a day from an underground aquifer along with homes, etc. Collins is on the Board of the Coyote Springs Water Resources General Improvement District and calls Coyote Springs the "New Las Vegas" as does Pardee Homes. We certainly can not afford The Yucca Mountain Site for Nuclear Waste! Can we afford this Commissioner and Pardee and the New Las Vegas? Gary M Hosea for Clark County Commission District BDEVELOPMENT ~

The Citizens of Clark County deserve more efficient short and long range master planning. One that looks at the entire area based on the concept of the "Community as a Whole." We should strive to keep the citizens updated on projects that will have an impact on the master planning process. "We need a good sensible approach to development and to implement improved communication between Clark County and Governments in the surrounding area, with the common goal of fostering inter-local agency agreements and providing better use of resources for all Citizens."

What we need are green companies to come into Clark County to provide jobs to our citizens and diversify our tax base. Tom Collins does not even have a personal newsletter to the citizens of District B. Maybe it is too much work for him? When have you seen him at a District B Town Meeting to ask your concerns? Only recently, he visited some Mesquite Citizens and the crowd of forty munched pizza and brownies and listened to Collins on the environment at a party hosted by Terri Robertson of Las Vegas. One of the big concerns in this meeting was a coal-fired power plant near I-15/Highway 93 industrial corridor. Collins did not tell the audience about his partnership with Pardee and Coyote Springs Development Company. As they both have contributed to his campaign. He blamed Lincoln County stating they were cash strapped and need a new revenue source.


Gary M Hosea for Clark County Commission District BINFRASTRUCTURE ~

On January 22, 2004, while campaigning for Commission District B, Tom Collins stated he would "help the district play catch-up in term of infrastructure. There so much potential in this district that has not been pursued”. Was Collins talking about the Special Interest he has cultivated? [Las Vegas Mercury, Campaign 2004: Name game, January 22, 2004 by Andrew Kiraly.] Shortly Tom Collins was elected, he told a concerned citizen (Brent Howard) that he should sue the County, and he could care less about the impact of the flood had on the Gowan/Rancho/Rainbow area because the flood was just a freak of nature. Later, it was discovered that the reason the water did not go into the detention basins properly was because of the poor design of Gowan at the US 95 overpass plus the fact that an employee did not fully open the detention basins. The cause of the flooding is of no consolation to the homeowners and businesses in this area. Both the City and County have stated they would resolve this issue. But to date [6-2008] work has not been started on this project and FOUR YEARS after this major flood these flood basins are still not fully functional!

“Wednesday’s protest drew the support of Clark County Commissioner Tom Collins and Las Vegas City Councilman Steven Ross. Collins says he is concerned whether safety issues at this construction site are investigated fairly. The county commissioner said, Local government, we don’t have much opportunity as the state licensing agency, state contractors, or OSHA, to get involved.” (Construction Workers Picket Safety Issues at Another Job Site, Channel 8 Las Vegas News – Chris Saldana, Anchor Updated: Nov 28, 2007).

The Clark County Commissioners can and should get involved in work place safety. When I was on the Board of Directors of a $650,000 a year non-profit corporation, I made sure that I received the financial reports every month.

"Where was our current Commissioner of District B, Tom Collins, when Lacy Thomas and University Medical Center (UMC) racked up 56.5 million dollars in losses? Could it be that Tom Collins did not ask for the financials for over a year? How much will it now cost Clark County to prosecute Lacy Thomas? Tom Collins wants to put the blame for UMC losses on small business owners that can not afford healthcare."["County leader proposes outing companies that don’t provide healthcare" Channel 3 News, updated Sep 5, 2007.]

It is time for us to look at the current Massachusetts Model for Health Care.

Like you, four years ago I to thought Tom Collins would be a breath of fresh air to Our District and to Clark County. But that has NOT been the case! His voting record is one of pandering to special interests and a “Me” first attitude that I can not take as a Voter in District B! He states in his web page that we can count on him to use the same values and skills he always has because we know Tom Collins truly has deep roots in our community and a real stake in Southern Nevada’s future. CAN YOU honestly say that you have confidence in him? I can not.
Together we can make a difference in Our County that is why I am willing to serve YOU “Full-Time” and I ask for your Vote! You deserve a better Commissioner and Together we deserve a better place to call Home!
